Terms of Service (Public Offer)

Provision of access to the VPN service

Effective date: January 26, 2026

1. General provisions

This public offer (the "Offer") is an official proposal from the Provider, addressed to an unlimited number of persons, to enter into an agreement for the provision of services on the terms set out in this Offer.

Full and unconditional acceptance of this Offer is the Customer's payment for the Services. The Agreement is deemed concluded from the moment of acceptance.

Terms and definitions:

  • Provider — sole proprietor Roman Valerievich Orlov, TIN 212909658385.
  • Customer — an individual who has accepted this Offer.
  • Service — provision of access to the "Pulse" VPN service via the Telegram bot @pulsevpnuz_bot.
  • Subscription — a paid period of access to the Service according to the chosen plan.
  • Site — https://pulsevpn.site/

2. Subject of the agreement

2.1. The Provider undertakes to give the Customer access to the "Pulse" VPN service for the paid Subscription period, and the Customer undertakes to pay for the Services in the manner and on the terms set out in this Offer.

2.2. Access to the Service is provided through the Telegram bot. After payment, the Customer receives a VPN configuration (AmneziaWG) for use on their devices.

2.3. The list of plans, their prices and characteristics are published on the Site and in the Telegram bot.

2.4. The Agreement is concluded by accepting this Offer through the following conclusive action: paying for the Services in the manner indicated on the Site or in the Telegram bot.

3. Rights and obligations of the parties

3.1. The Provider undertakes to:

  • Provide access to the Service within a few minutes after payment is confirmed.
  • Maintain Service availability of at least 95% of the time during the paid period.
  • Not transfer the Customer's personal data to third parties, except as required by applicable law.
  • Notify the Customer of scheduled maintenance in advance.

3.2. The Provider is entitled to:

  • Change the set of plans, technical parameters and prices of the Services, notifying the Customer via the Site or the Telegram bot.
  • Suspend the Service if the Customer breaches the terms of this Offer, without a refund.

3.3. The Customer undertakes to:

  • Use the Service exclusively for lawful purposes that do not violate applicable law or international norms.
  • Not share VPN configurations with third parties.
  • Not use the Service for spam, DDoS attacks, distribution of malware or any other unlawful activity.
  • Pay for the Services on time according to the chosen plan.

3.4. The Customer is entitled to:

  • Request a refund for a Service that was not provided or was provided improperly, in the manner set out in Section 4 of this Offer.
  • Contact the Provider with questions and complaints by email or via the Telegram bot.

4. Price, payment and refunds

4.1. The price of the Services is listed on the Site and in the Telegram bot in US dollars (USD) and includes all applicable taxes.

4.2. Payment is made in advance (prepayment) for the chosen Subscription period. The Subscription does not renew automatically.

4.3. Accepted payment methods: Telegram Stars and USDT (cryptocurrency), processed through the Telegram bot.

Refund policy:

The Customer may request a full refund within 14 (fourteen) calendar days of payment if one of the following conditions is met:

  • The Service was not provided due to the Provider's fault;
  • The Service does not work properly and support was unable to resolve the issue within a reasonable time.

A refund is not provided if:

  • The Customer used the Service and declines it for reasons unrelated to the Provider's breach of obligations;
  • Service issues were caused by the Customer or third parties;
  • More than 14 days have passed since payment.

5. Confidentiality

5.1. The Provider processes the Customer's personal data in accordance with applicable data protection law.

5.2. The Provider applies a strict No-Logs policy: it keeps no records of visited resources, transferred data, DNS queries, IP addresses or session times.

6. Limitation of liability

6.1. The Provider is not liable for the inability to use the Service for reasons beyond the Provider's control: failures of the Customer's internet provider, blocking by government authorities, force majeure.

6.2. The Provider is not liable for the Customer's actions when using the Service. The Customer is solely responsible for compliance with the laws of their country of residence.

6.3. The Provider's total liability under this Agreement is limited to the amount actually paid by the Customer for the current paid period.

7. Force majeure

7.1. The parties are released from liability for improper performance of obligations in the event of force majeure: natural disasters, actions of government authorities, military action, infrastructure blocking and other extraordinary circumstances.

7.2. The party affected by force majeure shall notify the other party within 5 business days. If the circumstances last more than 30 days, either party may terminate the Agreement.

8. Term of the offer

8.1. The Offer takes effect from the moment of its publication on the Site and remains in force indefinitely until withdrawn by the Provider.

8.2. The Provider may change the terms of the Offer at any time by publishing a new version on the Site. Changes take effect from the moment of publication.

8.3. The Agreement is in force from the moment of acceptance until the end of the paid Subscription period or until terminated in the established manner.

9. Governing law and dispute resolution

9.1. The Agreement is governed by the applicable law of the Provider's jurisdiction.

9.2. All disputes are resolved through negotiation. A mandatory pre-trial claim procedure applies — 30 days from the date a claim is sent. If no agreement is reached, the dispute is referred to the court at the Provider's location.
