Public Offer Agreement

1. General Provisions

This Public Offer Agreement (hereinafter referred to as the "Agreement") is an official offer by Sole Proprietor Orlov Roman Valerievich (TIN: 212909658385), hereinafter referred to as the "Service Provider", to enter into an agreement for the provision of VPN (Virtual Private Network) services on the terms set forth below.

This Agreement is a public offer in accordance with Article 437 of the Civil Code of the Russian Federation. By paying for the services, the User fully and unconditionally accepts all terms of this Agreement (acceptance of the offer).

2. Definitions

• Service — VPN service "Pulse VPN" providing secure and encrypted internet connection.
• User — an individual who has accepted this offer and uses the Service.
• Subscription — the right to use the Service for a specified period after payment.
• Configuration — personal settings and access credentials provided to the User for connecting to the VPN service.

3. Subject of the Agreement

The Service Provider undertakes to provide the User with access to VPN services, and the User undertakes to pay for these services in accordance with the selected tariff plan.

The Service includes:

• Encrypted internet connection using modern protocols (V2Ray/VLESS)
• Access to servers in multiple locations worldwide
• Connection of up to 5 devices simultaneously
• Technical support via email

4. Pricing and Payment

Current prices for the Service:

• Monthly subscription: $5.99 per month
• Annual subscription: $3.99 per month ($47.88 per year)

Payment is made in advance for the selected subscription period. The Service Provider reserves the right to change prices, but such changes do not affect already paid subscriptions.

5. Refund Policy

The User has the right to request a full refund within 30 days from the date of payment if:

• The Service does not work as described
• The User is unable to connect to the VPN servers
• Technical issues cannot be resolved by support

Refunds are processed within 10 business days to the original payment method.

6. User Obligations

The User agrees to:

• Use the Service only for lawful purposes
• Not share access credentials with third parties
• Not use the Service for any illegal activities
• Not attempt to overload or disrupt the Service infrastructure

7. Service Provider Obligations

The Service Provider undertakes to:

• Provide access to the Service within 24 hours after payment confirmation
• Maintain server uptime of at least 99%
• Provide technical support via email within 48 hours
• Not store logs of user activity (No-Logs Policy)
• Protect user data in accordance with the Privacy Policy

8. Limitation of Liability

The Service Provider is not liable for:

• Temporary unavailability of the Service due to technical maintenance
• Actions of third parties, including internet service providers
• User's illegal use of the Service
• Indirect damages or lost profits

9. Duration and Termination

This Agreement comes into force upon payment and remains valid for the duration of the paid subscription period.

The Agreement may be terminated:

• Upon expiration of the subscription period
• By User's request (with possible refund per Section 5)
• By Service Provider in case of User's violation of the terms

10. Dispute Resolution

All disputes shall be resolved through negotiations. If no agreement is reached, disputes shall be resolved in accordance with the legislation of the Russian Federation.
